The Legal Department operates under the general supervision of the Tribal Attorney or General Counsel for the Tribe, which falls under the daily supervision of the Tribal Chairman in accordance with the established Tribal Council policies.

The duties of General Counsel for the Tribe are similar to that of the Attorney General of the federal or state government.  The Legal Department is responsible for advising the Chief Executives and departmental heads regarding questions of law touching upon their official duties.  In the discharge of this function, the Legal Department acts in an advisory and ministerial, rather than in a judicial capacity.

Pursuant to contractual obligations to the Tribe, the Tribal Attorney, at the direction of the Chairman or by Tribal Council Resolution, has the responsibility to institute, conduct and maintain all suits and legal proceedings, as are deemed necessary for the enforcement of tribal laws and the preservation of order, and the protection of tribal rights and resources. It is the duty of the Legal Department to give advice and opinion upon questions of law.

In summary, the Legal Department has the primary function to protect the interests of the tribe and its departments and subdivisions, and to defend these rights and interests as well as uphold legal process.
